Role Description

Specialist /Community or First Contact Practitioner (FCP) (band 7) Paramedics are autonomous practitioners who have the knowledge, skills and clinical expertise to assess, treat, diagnose, supply and administer medicines, manage, discharge and refer patients in a range of urgent, emergency, critical or out-of-hospital settings, like primary care.

They work collaboratively with the general practice team to meet patient needs. Part of their responsibilities may include visiting patients in their home to assess their medical condition at the request of the lead clinician, whilst working as part of a clinical team within a number of practices and across a PCN.

What can a Paramedic offer to patients in a Primary Care setting?

  • Triaging same day telephone calls
  • Managing minor illnesses
  • Provide continuity for patients with complex health needs.
  • Carry out assessments and management of requests for same-day urgent home visits for patients with a pre-existing condition.
  • Visit homebound patients with long term conditions.
  • Prescribe medications.

  • Paramedic Practitioner

Additional Qualifications Required for Primary Care

  • For Band 7 roles: Health Education England Primary Care FCP capability training must be completed as the minimum threshold for entry to primary care and be supported by appropriate governance and indemnity. FCP training can begin 5 years postgraduate.
  • For Band 8a roles: Health Education England FCP training must be completed, and Paramedics must be working at an advanced level of practice i.e. at master’s level (level 7) across all four pillars of advanced practice.

Supervision Requirements

  • Where a Paramedic is not working at academic Level 7 capability, the PCN must ensure that they are working as part of a rotational model in which they have access to regular supervision and support. PCNs are encouraged to work with Surrey Heartlands Integrated Care System and local ambulance trusts to come to an arrangement that ensures that the paramedic is operating within the scope of their competency.
